A fascinating article about the Dutch combatting flooding by building floating structures to work with rising water rather than against it. An interesting tactic, but not one I think is very practical for, say, the sort of problems with flooding faced in Miami-Dade or New Orleans. Unless someone can architect a floating ghetto.
