budgetary process

Speaker: President George W. Bush
Title: President’s Remarks at Ask President Bush Event in Derry, New Hampshire Part II
Location: Derry, NH
Date: 09/20/2004:

And that not only means helping Iraq get up on its feet, that means feeding the hungry. Do you realize, our country feeds more empty – empty stomachs than any country in the world, by far? That means – (applause) – that means helping those poor souls on the continent of Africa deal with HIV/AIDS. We’re, by far, the most generous nation when it comes to helping people ravished by the pandemic of AIDS. We’re working with people together to make this world a better place.
(Applause.)

Yesterday, asked about the Britain-advocated initiative to double aid to Africa, Bush had this to say:

“It doesn’t fit our budgetary process.”

Shucks.
